FLLS provides numerous resources to assist its member libraries in
meeting the library and information needs of underserved individuals
within Cayuga, Cortland, Seneca, Tioga, and Tompkins counties:

This annual award recognizes, commends, and publicizes outstanding library service by our member libraries to traditionally underserved groups and people with special needs. Any library user, staff member, board member, or volunteer may submit a nomination for:
1) a member library's
overall service to outreach populations,
2) a specific library program, service, or resources which expands
FLLS's library and information services to outreach populations
(including partnerships), or
3) an individual or group who makes a library's outreach program
possible.

COSAC advises FLLS's Outreach Department, assists in the evaluations of its coordinated outreach activities, and works to promote collaborative efforts and partnerships. The Council is comprised of a mix of library directors and representatives from local human service agencies and institutions who serve our targeted outreach populations.
