Position Available: Finger Lakes Library System Executive Director

The Finger Lakes Library System seeks a dynamic and flexible Executive Director with strong leadership and communication skills and a proven record of achievement.  The Executive Director works closely with an 11 member Board of Trustees and 33 member libraries in 5 counties.  FLLS’s administrative offices are located in Ithaca, NY. System serves a population of 312,189 in five counties with an annual operating budget of nearly $2 million.

Qualifications:

Must hold or be eligible to receive, a NYS public librarian’s professional certificate (an ALA accredited Master’s of Library Science); have eight or more full years of professional public library experience, at least two of which are in an administrative capacity; have experience in planning, fiscal management, personnel administration, library automation, program development, grant writing, and current technology knowledge as it applies to libraries.

Salary: $75,000+ commensurate with qualifications and experience, plus a generous benefits package.

Position Description

Position Title: Executive Director

Starting salary: $75,000+ generous benefits

Reports to: Board of Trustees

Summary: With the Board of Trustees, provide leadership and vision for the System.  Plan, organize, and administer programs and services to meet the needs of member libraries.  Develop organization, operating plan, budget, goals and procedures to assure integrity and excellence in library services and community relations.  Administer staff and operations of the System headquarters to support programs and services.

Essential Duties and Responsibilities:

A. Board of Trustees:

1. Develop and implement short and long range planning to meet the mission of the System, and the requirements of the New York State Education Department.

2. Engage in continuing review and evaluation of system services.  Assist the board in formulation of policies for further improvement and expansion of library service in the region.  Implement all board policies.

3. Work with board committees and prepare data needed and helpful for board decision-making.

4. Submit the annual budget to the board and administer the budget throughout the year.

5. Keep the board informed of regional, state, and national developments, including library legislation.

B. Administration of System:

6. Develop long-term and short-term goals and objectives for the library system.  Seek input from member libraries and system staff.

7. Recommend all staff appointments, promotions, and other personnel action in accordance with system policies and state education law.

8. Administer Union Contract and play major role in contract negotiations.

9. Foster staff development and training.

10. Oversee staff meetings and internal communications.

11. Responsible for submission of grant applications and the administration of approved grant programs.

12. Work to secure funding necessary to execute system services.

C. System Programs and Services:

13. Maintain a close working relationship with the central library administration and confer on library development and acquisition of materials for central library services.  Seek member library input into central library services in accordance with state guidelines for central libraries.

14. Promote system services to member libraries and assure that system services meet the needs of member libraries.  On request, advise and assist member librarians, trustees, and “friends” organizations. Maintain a relationship of advisor and leader. The Finger Lakes Library System has no authority over the internal affairs of its members.

15. Administer the continuing development of system-wide in-service training programs.

D. Advocacy:

16. Work with governmental officials to promote constructive library legislation. Make presentations to state and local municipal government.

17. Confer with representatives of community organizations who seek information about system services or public library service in general.  Address civic organizations upon request.

18. Participate in area, state, and national professional activities.

Job requirements:

Education: Masters of Library Science from an ALA-accredited graduate library or information science program.

Experience: Must have eight or more full years of professional library experience, at least two of which are in an administrative capacity.  As per Commissioner of Education Regulation 90.3(d).

Certification: Must hold or be eligible to receive a public librarian’s certificate issued by the New York State Education Department.

Other qualifications: Must hold or be eligible for a New York State Driver’s License.  Job requires extensive day and night travel throughout the region.  Must be able to articulate system services before public groups.  Should have past experience in, or knowledge about public library service.  Must be knowledgeable about current technology and its application to libraries
